We need raw materials Resources and we need factories maybe we can upgrade the old factories Throughout the nation. Very cost effective Then we start putting in reserves materials Resources that we need.

Keep in mind, the United States has a policy that mandates civilian factories be employed as wartime materiel production. Basically, imagine 300,000 factories all of a sudden churning out everything from rifles to tanks, aircraft, armored cars, and other equipment. Oh, and we can easily build more factories.
